Commission Work programme 2007 emphasises 'better
legislation'
Twenty-one 'strategic initiatives' and 60 'priority
initiatives' to be adopted in the next 18 months are on the
agenda for 2007. The document aims to be future-looking and
gives decided emphasis to improving legislation. Among
others, priorities for the biotech industry include the Communication
on the Mid Term review of the Life Sciences and
Biotechnology Strategy and the Communication on the European

Germany
unveils draft Presidency programme
Germany has included a four-point plan to boost the
competitiveness of European businesses in its draft
programme for its EU Presidency in the first half of 2007.
Proposals cover the internal market; industry, services and
SMEs; trade; and corporate taxation. As part of the
Presidency a major biotech conference will be held on
31st of May 2007 on
the bio- economy and an important declaration can be
expected - The Cologne Declaration which could give a
major political boost to building the biobased economy in

EUREKA launches new service for
fast-growing EUREKA-labelled SMEs
EUREKA has launched a new website
http://www.eureka.be/capitalventures offering information
and advice on private funding to research-performing small and
medium sized enterprises (SMEs) and
venture capitalists (VC)By featuring information on stock
markets, mergers and acquisitions, as well as intellectual
property protection and a list of 'Do's and Don'ts' compiled by
EUREKA's pool of partners and
experts, the website aims to help budding entrepreneurs make the
leap from the drawing board to the market place. For more

Solution emerging on European
patent dispute settlement
The
relaunch of the dossier on intellectual property protection in
the European Union was the main result to emerge from
discussions between EU leaders on 20 October in Lahti, Finland,
on the theme of promoting innovation. It was the first topic
raised by the President of the European Council, Finland's Prime
Minister Matti Vanhanen, at the final press conference.

Commission adopts safety rules for human cells and tissues
The European Commission has adopted a second set of technical
rules to help implement EU legislation on quality and safety
standards for human tissues and cells. A first set of
implementing rules was adopted in February, providing safety
rules for the first phases of the process: donation, procurement
and testing. This second set of rules covers the subsequent
phases: processing, preservation, storage and distribution.

1st EMEA Workshop for Micro, Small and Medium-Sized
Enterprises (SMEs)
The workshop: "Navigating the Regulatory Maze" which will take
place on 2 February 2007 at the EMEA, London will offer
practical advice and tips for SMEs in the human and veterinary
field on procedures for orphan designation, scientific advice,
and the centralised application for marketing authorisation as
well as GMP/GCP compliance issues, electronic submissions and
pharmacovigilance. The workshop is open to companies that have
been assigned SME status by the EMEA and representatives of
stakeholder organisations. There is no registration fee for
participating in the meeting.

EFSA releases risk assessment of genetically modified
microorganisms
EFSA's
Scientific Panel on Genetically Modified Organisms (GMO Panel)
has published its guidance document for the risk assessment of
genetically modified microorganisms and their derived products
intended for food and feed use. To download the document, please

Commission report excludes
fermentation products from implementation of the Regulation on
GM food and feed
The Commission has published its report to the European
Parliament and Council on the implementation of the Regulation
on genetically modified food and feed. The report confirms the
rationale of processing aid as the reasoning for the exclusion
of fermentation products (produced from GMMs where there is no
GMM in the final product) from the scope of the legislation.

The European Investment Bank has completed a review of its
financing targets for energy projects that help to
implement the relevant EU policies. Research and
development for energy will increase under the existing
(Innovation 2010 Initiative - i2i) policy for a
knowledge-based economy. New risk-sharing financial
instruments will be developed for this type of projects.
The EIB Group will seek complementarity between the EU's
7th Framework Programme for Research and its i2i, and it
will support the European Technology Platforms as well as
the research infrastructure for energy. For more
