Public procurement

Biological medicines are specialty products which are generally purchased by hospitals on the basis of a tendering procedure with granting of the contract to the pharmaceutical company / importer who offered the best bid.

Since they are more difficult to characterise and replicate than traditional chemical medicines, biological medicines require special attention in the ways in which they are procured, stored and dispensed to patients by public authorities.

EuropaBio’s mission in the area of public procurement is to raise awareness among national public purchasers about the specificities of biological medicines. As the rules about public procurement are partially harmonised in the EU, by way of EU directives, EuropaBio is promoting the sharing of information and best practices across national borders by regularly collecting information about national tenders for biological medicines and by promoting the implementation of a few basic principles to respect patients’ safety and to ensure fair market competition
