European Biotechnology and the New Member States

 

The European Commission Research and Enterprise Directorates' General and EuropaBio, organised a one and a half-day workshop on "European Biotech Strategy and the New Member States" on November 25th and 26th 2004. The meeting took place at the UNICE Conference Centre, Avenue Cortenbergh 168, Brussels.

EuropaBio, the European Association for Bioindustries, organised a morning session on 25th November 2004 at EuropaBio, 6, Avenue de l’Armée, 1040 Brussels.
The industry event preceded the one and a half-day workshop organised in co-operation with the European Commission. The participants of this morning session were  industry representatives from the new  Members States, national associations representatives from western and eastern Europe as well as agencies responsible for innovation and investment.

The workshop brought together
representatives of the New Member States governments, representatives of the biotech research and industry communities, agencies responsible for innovation, research and development (bioclusters), the European Investment Bank/European Investment Fund and the European Commission (DG Research/DG Enterprise/DG Regio).

The main goals of this meeting were to inform the New Member States about the European Strategy for Life Sciences and biotechnology, launched by the Commission in 2002, and the progress of the implementation of its action plan, in particular in the areas of research, innovation and finance.

Input from the New Member States may help to adapt the existing policy tools or to develop new ones for an enlarged Europe.

What is the "Life Sciences and Biotechnology strategy for Europe" ?
Life sciences and biotechnology are widely recognised to be, after information technology, the next wave of the knowledge-based economy, creating new opportunities for our societies and economies.
Therefore in January 2002, The European Commission published a document
Life sciences and biotechnology – a strategy for Europe’ with a 30 point action plan for the development of biotechnology in Europe. In March 2002, the European Council meeting in Barcelona endorsed the strategy and action plan.
The Action Plan is a follow-up to the Lisbon and Stockholm summits where biotechnology was acknowledged as the backbone of a knowledge-based economy.
Our democratic societies should offer the necessary safeguards and channels of dialogue to ensure that the development and applications of life sciences and biotechnology take place respecting the fundamental values recognised by the European Union in the Charter of Fundamental Rights.
The 30 point action plan involves industry, regulators, science and society to working together to progress biotechnology in Europe. The 30 actions are closely inter-related and cover all areas of importance: legislation, public perception, financing, research, workforce education, and international aspects.
